A Local Mitigation Strategy (LMS) or Local Hazard Mitigation Plan (HMP) is a local government plan designed to:

• assess risks and vulnerabilities to people and property from natural and man-made hazards.

• identify actions to reduce or eliminate those risks.

• establish a coordinated process to implement the plan

LMS and HMPs are often prepared by individual communities in coordination with adjoining communities within the same county.
